About Us


The Centre for Organisation Development (Centre for OD) supports and assists public organisations in their pursuit of continuous improvement and sustained organisation performance, through the use of informed and planned OD interventions that address organisation-wide interests. This includes engaging, educating and equipping OD practitioners at all levels to create the capability to achieve desirable organisational outcomes or excellence.


The Centre for OD undertakes the following areas of work:

  • Engage with OD practitioners and relevant stakeholders in the public service to better understand their needs and challenges, with the aim of helping them to be more effective in discharging their roles.
  • Facilitate the development of a vibrant community of OD practitioners in the public service, with the aim of encouraging learning, knowledge transfer and professional support.
  • Enhance the competence of OD practitioners and organisational leaders by developing relevant learning curriculum and deploying appropriate learning interventions for them.
  • Improve proficiency in the use of OD tools by producing learning cases and research findings on effective OD practices and the use of OD tools.
  • Support the adoption of OD practices and tools in public organisations through the provision of advisory services, e.g. employee engagement survey, enterprise risk management, knowledge management.

      The State of OD Practice Forum – Our Journey Together: Possibilities and Practicalities
    The PS21 Office and Centre for Organisation Development warmly invite you to join us at this year’s State of OD Practice forum. As we come together as the Public Service’s OD community, current ties will be strengthened and new ones will be established.

    The theme of this year’s forum is: “Our Journey Together: Possibilities and Practicalities”. As we ride on the next wave of Public Service Transformation – one that is more people-focussed and citizen-centric, there is much we as OD practitioners can contribute to.
    In exploring these possibilities together, we also need to be aware of the practicalities we face on the ground. What competencies are needed to support these new initiatives and where is our leverage in the complex contexts we operate in? These possibilities and practicalities will frame our conversations at the forum, which is in its third run.

    This year, Mr Peter Ong, Head of Civil Service, will open the forum by sharing his views on the developments and directions of OD for the Public Service. This will be followed by updates on the state of OD practice, and community conversations on issues involving the building of OD capabilities and how can we, as practitioners, be instrumental in supporting Public Service Transformation.

    Why should organisations pay careful attention to the kind of culture it has? The answer is simple - organisational culture plays an important role in enabling organisational performance. With the ever-growing need to increase productivity, organisations in the Singapore Public Service are recognising the need to be more intentional and systematic in developing a culture that facilitates Collaboration, Creativity (or innovation) and Customer-centricity (the 3Cs of Productivity in the Singapore Public Service). But other than creating posters on values statements and conducting programmes to induct new employees, how else can we develop the desired culture in our organisation? How can we be more effective in developing a culture that facilitates collaboration, innovation and customer-centricity? If you are an OD practitioner who has been pondering over these questions, this course is for you.

    At this course, we will explore together what organisational culture is, its importance and how we can systematically develop organisational culture. The course will comprise both theory and practice to allow participants to learn by doing and through self-discovery. There will be many opportunities for participants to learn from one another through the learning activities in the course.

    By the end of the course, you will be able to:
    a. Gain clarity on what organisational culture is and the different levels of manifestation
    b. Identify the behaviour that supports the development for the desired organisational culture
    c. Apply a systematic approach in developing the desired organisational culture
