About Us


The Centre for Organisation Development (Centre for OD) supports and assists public organisations in their pursuit of continuous improvement and sustained organisation performance, through the use of informed and planned OD interventions that address organisation-wide interests. This includes engaging, educating and equipping OD practitioners at all levels to create the capability to achieve desirable organisational outcomes or excellence.


The Centre for OD undertakes the following areas of work:

  • Engage with OD practitioners and relevant stakeholders in the public service to better understand their needs and challenges, with the aim of helping them to be more effective in discharging their roles.
  • Facilitate the development of a vibrant community of OD practitioners in the public service, with the aim of encouraging learning, knowledge transfer and professional support.
  • Enhance the competence of OD practitioners and organisational leaders by developing relevant learning curriculum and deploying appropriate learning interventions for them.
  • Improve proficiency in the use of OD tools by producing learning cases and research findings on effective OD practices and the use of OD tools.
  • Support the adoption of OD practices and tools in public organisations through the provision of advisory services, e.g. employee engagement survey, enterprise risk management, knowledge management.

    In this seminar, Mr Dave Snowden shared with the participants on the developments on next generational KM and the use of rituals and networking to achieve organisational and behavioural change.
      Roundtable Dialogue with Professor Adrian Furnham on Leadership Behaviours in Shaping Organisational Culture – Event Learning Points
    The Centre for OD organised a Roundtable Dialogue helmed by Professor Adrian Furnham, Professor in Psychology in the University of London on the topic of Leadership Behaviours in Shaping Organisational Culture. The Roundtable was attended by a small group of practitioners heading the OD function in various public sector agencies.
      “Creating a Positively Powerful Organisation”: A sharing on Appreciative Inquiry, the Singapore Prison Service Cluster B Experience - Event Learning Points
    At this sharing session, three different perspectives on the use of Appreciative Inquiry (AI) in the Singapore Prison Service Cluster B were presented. Commander of Cluster B, shared from a leadership perspective the anticipated challenges facing Cluster B, why AI was chosen as an approach, offered personal insights on how he convinced his officers to come onboard the AI journey and shared his reflections of the process. The external consultant engaged by Cluster B, shared the theoretical aspects of AI and how theories of AI were translated into practice in Cluster B from a consultant’s perspective. We also had an OD practitioner’s perspective on the strategy, challenges, opportunities as well as the learning points when using AI in Cluster B.

      Communicating Change – A Workshop by Francis Flynn, Professor of Organisational Behaviour, Stanford University Graduate School of Business
    As a leader, you spend the majority of your time communicating with others – other leaders, your team members, and subordinates, internal and external clients. You probably do not spend much time thinking about the way you communicate, nor are you likely, in the corporate setting, to get honest feedback on your communication style. Yet the quality of your communication largely determines your effectiveness in your work, particularly when you are trying to effect change as an OD Practitioner. This session will help you appreciate the art of communication and persuasion and provide guidelines for improving your own communication style in ways that help you become a successful proponent for change in your organisation and beyond.
